Melissa Garcia, a TANF student at California State University Chico testifies about her experience under welfare reform at a recent town hall meeting on TANF reauthorization. The townhall was attended by Congressman Wally Herger, chair of the House Ways and Means Subcommittee on Human Resources, as well as over 200 of his constituents.
